News that the government was inviting public comments on the Draft Plan for Zhangjiang Hi-tech City caused great excitement on May 8. The ambitious plan to build a 94 sq.m high-tech zone, once implemented with typical efficiency, would attract national and even international attention.

According to the draft plan, the planned area extends to the Longdong Thoroughfare in the north, the outer-ring and Hulu Highway in the east, Xiayan Road in the south and Luoshan Road-Hufeng Highway in the west.

Becoming home to new technologies and industries.

Becoming a modern community for talents and young innovators and a municipal-level center with office and residential spaces and educational and recreational facilities.

Spatial arrangements to facilitate work and life

“One heart”: a concentration of R&D facilities on the banks of Chuanyang River and around the national lab facilitated by the best municipal and financial services. The sub-center, once built, will benefit surrounding areas.

“One core”: a core area for public events with more public services in combination with the Shanghai International Medical Zone

“Multiple circles”: with multiple centers clustering tightly together, important locations are within walking distance to a subway station (600m, or 10 minutes’ walk).  

“Multiple points”: office buildings and factories will be repurposed into co-working spaces. 

“Surrounded by woods”: green spaces to the north (Zhangjiabang) and west (Beicai), green belts and ecological barriers to the east and an ecological conservation zone to the south.
